No, it shouldn’t be ruled a sack if the defender can touch the QB. Lots of QB’s find ways to scramble away from the rush to make a great play (NY Giants: Eli Manning to David Tyre in the Super Bowl is a great example). The rule for protecting the QB are in place for good reasons, but I say let them play!!!
